This thesis covers the topic of regional convergence in the EU theoretically and empirically. It discusses and critically compares diverse concepts of convergence and their empirical results. The main result of the thesis is the existence of both persistence or even divergence on a regional level and convergence on a state level. This outcome is explained by two theoretical models concerned with technological spillovers and infrastructure, respectively. As a last point, a small convergence study on the basis of disposable income of households is presented, which shows smaller overall disparities between regions.

In this paper, we investigate the informational content of citation-based research evaluations. To illustrate our analysis we refer to the 2005 Handelsblatt ranking of German academic economists. We make extensive use of the recently developed Hirsch-index and relate citation incidence to publication success, career age, and the topicality of the individual researchers field of specialization. We arrive at the conclusion that citation-based indicators provide a very incomplete picture of research performance. To obtain acceptable bibliometric research evaluations, citation based indicators need to be complemented with indicators that measure publication success more directly.

We propose a unified framework for estimating integrated variances and covariances based on simple OLS regressions, allowing for a general market microstructure noise specification. We show that our estimators can outperform in terms of the root mean squared error criterion the most recent and commonly applied estimators, such as the realized kernels of Barndorff-Nielsen, Hansen, Lunde & Shephard (2006), the two-scales realized variance of Zhang, Mykland & Ait-Sahalia (2005), the Hayashi & Yoshida (2005) covariance estimator, and the realized variance and covariance with the optimal sampling frequency chosen after Bandi & Russell (2005a) and Bandi & Russell (2005b). The power of our methodology stems from the fact that instead of trying to correct the realized quantities for the noise, we identify both the true underlying integrated moments and the moments of the noise, which are also estimated within our framework. Apart from being simple to implement, an important property of our estimators is that they are quite robust to misspecifications of the noise process.

We set up an OLG-model, where households choose human capital investment and decide on investing their endogenous savings in a portfolio of riskless and risky assets. Thereby, the households are exposed to both aggregate wage and capital risks due to technological shocks. We derive the optimal public policy mix of taxation and education policy and show that risks can be optimally diversified on private and public consumption, if the government can apply a wide set of instruments, including differentiated wage and capital taxation.

Für den Handel von Krediten und Kreditrisiken sind verlässliche Bonitätsurteile essenziell. Bisher dominieren externe Ratings für die Emission und den Handel von Schuldtiteln am Kapitalmarkt. Da es nur wenige bekannte Ratingagenturen gibt, kommt diesen ein sehr großer Einfluss zu. Die neue Bankenregulierung forciert jedoch die internen Ratings der Kreditinstitute. Im Rahmen des renommierten Postbank Finance Award® geht es dieses Mal darum, das optimale Informationssystem für die Finanzwirtschaft zu entwickeln. Dabei sind u. a. folgende Fragen zu beantworten: Wodurch unterscheiden sich beide Ratingarten? Welche Rolle können externe Ratings bei der Kontrolle von Banken und Versicherungen durch die Märkte spielen? Inwieweit können sie die Regulierung von Banken und Versicherungen unterstützen bzw. ersetzen? Welche Rolle kommt Ratings im internationalen Wettbewerb der Banken zu? Sollten interne Ratings der Öffentlichkeit zugänglich gemacht werden? Ist ein Wettbewerb zwischen internen und externen Ratings sinnvoll?

This thesis deals with the question, to what extent the concept of National Educational Standards (Nationale Bildungsstandards), which was designed for the German general school system and which has already been widely implemented there, can and ought to be transferred to the German VET (Vocational Education and Training) system considering its relevance with regard to both national and international perspectives of VET (for example in the context of the European Qualifications Framework). On this basis, the author analyzes to what extent the theoretical foundations of the National Educational Standards, which are explained in the so called Klieme-expertise, are compatible with the concepts and approaches that are constitutive for the German VET system or if an alternative concept of standards, specifically designed for the vocational education, is needed. Focussing on the dual system of initial vocational training, possible approaches to constructing Europe-compatible vocational competence standards are described.

(2007): An Inflated Multivariate Integer Count Hurdle Model : an Application to Bid and Ask Quote Dynamics
In this paper we develop a model for the conditional inflated multivariate density of integer count variables with domain Zn. Our modelling framework is based on a copula approach and can be used for a broad set of applications where the primary characteristics of the data are: (i) discrete domain, (ii) the tendency to cluster at certain outcome values and (iii) contemporaneous dependence. These kind of properties can be found for high or ultra-high frequent data describing the trading process on financial markets. We present a straightforward method of sampling from such an inflated multivariate density through the application of an Independence Metropolis-Hastings sampling algorithm. We demonstrate the power of our approach by modelling the conditional bivariate density of bid and ask quote changes in a high frequency setup. We show how to derive the implied conditional discrete density of the bid-ask spread, taking quote clusterings (at multiples of 5 ticks) into account.

The paper summarizes the arguments in favor of a shift from comprehensive to dual income taxation and complements the discussion by an overview of tax reforms, which reveals the characteristic features of a dual income tax system. The scope of our analysis is not restricted to the Nordic countries; we also include other European countries whose tax reform steps can be regarded as a move toward a dual income tax. We focus on problems of running a final withholding income tax regime under individual and household taxation, including the most recent dual-income-tax reforms in the Nordic countries, but nevertheless argue that it may be worthwhile for the EU Commission to consider dual income taxation as a blueprint for income tax coordination in the EU.

Diese Dissertation beinhaltet eine Zusammenstellung dreier eigenständiger
Forschungspapiere. Meine Forschung seit dem Jahr 2002 hat sich auf
Bildungsökonomik und Organisationsökonomik fokusiert.
Die Papiere in der Dissertation verbinden beide Forschungsgebiete.
In der Einleitung werden sie dabei in einen größeren Kontext eingebunden.
Kapitel zwei stellt einen Mechanismus vor, der Manipulationsaktivitäten
minimiert, wenn Auszahlungen von den Ergebnissen manipulierbarer
Bewertungsverfahren abhängen. Der Mechanismus beruht auf der Addition nicht
manipulierbarer Information zu manipulationsanfälligen Informationen, um ein
Bewertungsverfahren zu verbessern. Wenn das Ergebnis mit steigender Testgüte
fällt, so weist das auf Manipulation hin. Im Rahmen eines einfachen
Agency-Modells werden die Vor- und Nachteile des Ansatzes erklärt. Der
vorgestellte Mechanismus dominiert jede individuelle Methode dominieren, so
lange der Agent nur in geringem Mass e risiko-avers ist. Der Prinzipal
sollte jedoch jeden Agenten für sich über die Wahl des Evaluationsmethode
entscheiden lassen. Als Anwendungsbeispiele werden Leistungsmessung in
Forschungseinrichtungen und Hospitälern diskutiert.
Kapitel drei untersucht die Auswirkung von Deregulierungsmaßnahmen im
Hochschulbereich auf die Anforderungen an studentische Beiträge (inputs).
Diese Anforderungen sinken, wenn die Universitäten die Höhe Studiengebühren
selbst festlegen können (Gebührenautonomie).
Werden die Studiengebühren durch Regulierungsmaßnahmen auf niedrigem Niveau
gehalten werden (regulierte Gebühren) oder wenn Studenten mit niedrigen
Fähigkeiten ein Recht auf einen Studienplatz haben, so werden die
Anforderungen als Abschreckungsmaßnahme steigen. In einem Duopol mit
identischen Gebühren werden ex ante identische Universitäten das selbe
Anforderungsniveau wählen. Gebührenautonomie wird zur Produktdifferenzierung
führen. Eine Universität wird hohe Anforderungen mit niedrigen Gebühren
wählen, die andere niedrige Anforderungen mit hohen Gebühren. Das Papier
liefert Erklärungen für Preis-Kosten-Verhältnisse an amerikanischen
Universitäten, die Unterschiede in der industriellen Organisation des
Hochschulsektors in Europa und den Vereinigten Staaten und die Existen
profitabler Privatuniversitäten mit relativ niedrigen akademischen
Standards.
In Kapitel vier werden die Auswirkung einer Selektion nach Fähigkeiten in
der sekundären Bildungsstufe auf die Anreize für Schüler diskutiert. Bildung
bietet sowohl ein Signal für Arbeitgeber bezüglich der unbeobachtbaren
Fähigkeit eines Schülers als auch eine direkte Erhöhung der Produktivität
nach der Schulzeit. Durch Selektion werden die Anreize in der Grundschule
erhöht und gleichzeitig auch die Peer-Effekte in der Sekundarstufe
verbessert.
In nichtselektiven Bildungssystemen (Gesamtschulen) hat die erworbene
Qualifikation aber eine höhere Signalwirkung. Deswegen haben die Schüler
auch einen höheren Anreiz, sich anzustrengen. Der Abschnitt erklärt, warum
Gesamtschulsysteme nicht schlechter abschneiden als selektive Systeme,
selbst wenn man herkömmliche Annahmen zu Peer-Effekten berückschtigt.
Außerdem zeigt der Abschnitt, dass ein besserer Leistungstest bei gegebenen
finanziellen Inputs nicht unbedingt auf ein effizienteres Schulsystem
schließen lässt. Schließlich zeigt das Papier, dass die Messung des
Wertzuwachses in der Sekundarstufe allein den Einfluss der Selektion auf die
Leistung unterschätzt. -

We compare two institutional regimes in which individuals with complementary task abilities found entrepreneurial partnerships: corporate spin-offs of initially randomly matched production teams and the rational matching of such teams in an incubator organization. The alternative consists of seeking employment in industrial firms which pay a certain wage. This wage reflects the expected team quality assuming that all professionals who do not found firms themselves are randomly matched in production teams. Each institutional setting gives rise to a unique efficient competitive equilibrium such that both industrial and entrepreneurial firms coexist. The efficient incubator equilibrium induces a larger entrepreneurial sector in the industry. However, simulations show that neither of the two regimes unambiguously yields higher industry-wide investments. Higher degrees of risk-aversion (interest-rates) render the efficient spin-off (incubator) equilibrium welfare dominant.

The effect of severance pay on management behavior during a takeover battle is generally ambiguous. Yet, the severance payment completely restraining all influence activities always constitutes a golden parachute. The manager leaving office still benefits from the increase in the merged firm s total value. Moreover, given that managers are compensated according to an identical scheme, the optimal shareholder policy always entails a corner solution. Managers will either receive no severance pay, or the payment will be chosen such that their influence activities equal zero. Relatively strong incentive intensities and low synergy gains then imply that offering no severance pay dominates.
